ancient Republic of Venice as snapdragon were given the special containers, similar to today's mailbox, around the city of Venice, particularly around and inside the Palazzo Ducale, intended to collect the secret reports for the magistrates. 
The name comes from the mouths of the containers that went often carved on the outside, the appearance of open jaws, above the words of the type of complaints that were made to collect. The fact, then, that these ports were often represented in the form of a lion's face, to remember the lion of St. Mark, symbol of the Venetian state, was the basis the common name of mouths de Leon.
The complaints while maintaining secrecy, could not be strictly anonymous, on pain of destruction, unless it relates to cases of particular gravity and special, in which case the magistrates were required to make a careful examination before proceeding. These complaints, ranging on the widest range of crimes, in particular, were essential to the operation of special tribunals in charge of national security: the Inquisitors of State, and, above all, the terrible Council of Ten.
